These are a special type of soft wax pencil.
Cosmetics and permanent makeup: Makeup artists and tattoo artists use them to sketch and measure the shape of eyebrows (for microblading) or lips prior to the actual procedure.
An interesting feature of these pencils is that they do not require a standard sharpener. A paper strip is wrapped around the core; simply pull the built-in string to unwind (peel away) the paper, revealing a fresh section of the core.
